Child Protection Specialist, L-3, Freetown, Sierra Leone

Purpose of post:
Under the general guidance of the Chief, Child Protection, you will be responsible for the planning, implementation, monitoring and evaluation of assigned programme/project(s) within the Child Protection sector:
1. Contributes towards the building of a sound and reliable knowledge base on child protection and its periodic update, including through ensuring that the necessary strategic studies and assessments are conducted, with a particular focus on the protection of children at community level as part of the child protection system.
2. Ensures capacity building and technical guidance of major stakeholders, including UNICEF staff, in the area of child protection at the central, regional and local levels including through facilitating training and orientation activities as well as through support and guidance in the development of child protection standards, quality control and curricula on child protection
3. Participates in the formulation and development of child protection programme goals, strategies and approaches for the UNICEF plan of cooperation as well as for UN assistance frameworks. Plans, implements and monitors assigned activities on child protection. Prepares sectoral input to the UNICEF Country Programme Document (CPD) and all related documents for assigned programmes/projects. Ensures HRBAP and Results Based Management of the Child Protection programme.
4. Participates in inter sectoral collaboration with other programme colleagues and sectors. Assists in development of appropriate communication and information strategy to support and/or advocate programme development and sector policies.
5. Undertakes field visits and surveys to monitor programmes, as well as conducts periodic programme reviews with government counterparts and other partners. Proposes and/or undertakes action on operational procedures affecting project management and implementation. Provides technical advice and assistance to government officials and other partners in the planning, implementation, monitoring and evaluation of programme/project(s).
6. Meets with national and international agencies covering the management of programmes/projects. Participates in meetings with ministries responsible for programme/project review, and follows up on implementation of recommendations and agreements
7. Contributes to increase the financial resources available for child protection activities by preparing project proposals and liaising with potential donors. Participates in the preparations of all donor reports for management, Board, donors, budget reviews, programme analysis, annual reports, etc.
Your profile:
Advanced university degree in Social Sciences, or related technical field.
Five years progressively responsible professional work experience at the national and international levels in programme planning, management, monitoring, and evaluation, in a related field.
Current knowledge of the latest developments and technology, in the field.
Proven ability to conceptualize, develop, plan and manage programmes, as well as to impart knowledge and teach skills.
Leadership and teamwork abilities.
Good writing skills.
Good analytical, negotiating, communication and advocacy skills.
Demonstrated ability to work in a multi-cultural environment and establish harmonious and effective working relationships both within and outside the organization.
Computer skills, including internet navigation and various office applications.
Fluency in English and another UN language required.
Knowledge of the local working language of the duty station is an asset.
