Website Manager, Communication for Development (Avian and Pandemic Influenza), L-2, Policy and Practice, New York Headquarters (Temporary Assistance)

Under the guidance of the C4D Specialist, Pandemic Influenza, Communication for Development, GRaCE, DPP, and in coordination with PD/Health Section and DPP/IKM web focal point for C4D, you will be the content manager for UNICEF’s websites related to behaviour change communication and social mobilization activities on avian and pandemic influenza and other emerging infectious diseases. This includes management, updating and promotion of existing inter-agency and internal websites managed by UNICEF in coordination with technical/web counterparts in FAO, WHO, OIE, World Bank and UNSIC as well as internal colleagues within UNICEF. You will be expected to provide web-based technical support to countries that want to create, share and/or access new and existing content.

1. Coordinate the development, maintenance and promotion of new features and functions for the Avian and Pandemic Influenza websites and intranet site, including:
• Direct content submission process including the capture of metadata
• Publish pipeline for review of submitted content. Pipeline will automate the building of all relevant images and tagging of metadata.
• A comment and review process
2. Migrate the ASAP site to UNICEF control and oversee:
• The redesign so that it matches the current API branding
• Ensure that all features are functioning
• Oversee the creation of new modules for pandemic influenza and other emerging zoonotic diseases
• Design the inter-agency and individual user rights
• Manage the content including sourcing and editing new content
3. Coordinate a comment and review process over guidance and materials to ensure the adoption of good practices and/or contextual appropriateness.
• Ensure intranet site provides an interactive guidance platform for discussions about good practices for communicating about pandemic influenza. Facilitate these discussions where required.

Your profile:
• Minimum of second university degree preferably in social sciences, management or communication-related subjects
• Proven experience or training in web design and development including in information communication technologies and software programmes that underpin website development within UNICEF
• Minimum of two years proven experience in site design, content development, information management and site evaluation for web-based projects within large organizations that require extensive consultation and coordination. Of this, minimum of one year of experience in working with the UN and/or UNICEF. Longer experience in this area of work highly desirable.
• Experience of working on content management systems such as RED-DOT and JHOOMLA
• Experience in establishing and facilitating web-based technical vetting groups and ‘community of practice’ discussions
• Proven experience in coordinating third party, specialist agencies, consultants and vendors
• Understanding of or experience in Health Promotion, Social/Health Marketing or Communication for Development an asset
• Strong writing and critical reasoning skills
• Knowledge about communication interventions under emergency situations an asset
• Familiarity with internet and intranet web systems within large organizations such as UNICEF
• Experience and knowledge of web-site and Intranet design and management, especially with respect to behaviour and social change around avian and pandemic influenza
• Understanding of development and production of creative materials.
• Experience in or understanding of inter-disciplinary approach in strategic communication with knowledge of UN and/or UNICEF’s work in humanitarian action
• Excellent analytical skills to synthesize diverse materials and present them persuasively.
• Ability to analyse and synthesise country, regional/global level web-needs and develop technological solutions
• Advanced knowledge of RED-DOT and JHOOMLA, MS Word, MS Excel, and MS PowerPoint.
