Monitoring and Evaluation Specialist, L-3, Dar-es-Salaam, Tanzania

Under the general supervision of the Representative, you will be responsible for tracking the implementation of the Integrated Monitoring and Evaluation Framework (IMEF) and specifically managing the planning, development and implementation of the annual Integrated Monitoring and Evaluation Plan (IMEP); setting up effective mechanisms for project level activity monitoring and coordinates the preparation of quarterly, semi-annual and annual review reports specifically in terms of the accuracy and reliability of data and indicators, and reference to field monitoring reports of sections. You will work closely with the Senior Programme Officer and the Planning Officer (to create cross-programme linkages), the Project Officer, National Monitoring Systems (to create linkages between internal CO and national monitoring systems, e.g. through TSED) and with the Assistant Project Officer, Reports and Donor Relations (for verification of data and packaging of M&E reports). You will play a critical role for UNICEF in the context of the new aid environment in Tanzania, which requires substantial adjustments to UNICEF's internal working methods.
Your profile:
Advanced university degree in Social Sciences, Demography, Development Planning, Statistics or a related technical field.
Five years of progressively responsible professional work experience at national and international levels in programme monitoring and evaluation. Practical experience in community-based research.
Strong analytical, quantitative and qualitative research skills.
Knowledge of computer management skills, including internet navigation and various office applications.
Specialized training in statistics.
Ability to organize and implement training.
Good analytical, negotiating and communication skills.
Fluency in English and another UN language is required. Knowledge of the local working language of the duty station is desirable.
