Administrative Management Specialist (Contracts), P-3, Information Technology Solutions and Services Division, New York Headquarters

UNICEF seeks an Administrative Management Specialist (Contracts) to be based in its Information Technology Solutions and Services Division.

Under the supervision of the Contracts Manager, you will be responsible from a technical perspective for the development and coordination of strategic sourcing and effective vendor relations strategies as well as for the planning and conduction of day to day procurement activities for IT services. Within this function, the post will (i) coordinate for ITSS Division the management and monitoring of contractual agreements; (ii) the preparation and monitoring of supply plans, based on the OMP and investment projects. The post will also (iii) plan and conduct day to day procurement activities for IT services including review of TORs and SOWs, issuance of international tenders, evaluation of commercial proposals, CRC submissions, contract drafting, negotiations and contract issuance of IT services. The post will also (iv) support IT sections in developing requests for proposals (RFPs) for software, hardware and IT equipment before distribution to Supply Division to ensure that the documents are aligned with the SD Manual and follow best commercial practices.

Your profile:
Advanced university degree in business administration, public administration, commerce, computer sciences, information systems, economics or technical related field is required.
Five years practical professional work experience in public procurement and commercial contracting at the national and international level; experience in procurement in the Information Technology sector will be an asset.
Broad experience and proven skills in vendor management relations.
Good knowledge of the latest trends of technology, services and products trends and development in information technology fields is strongly desirable.
Knowledge/certificate in commercial law will be an advantage.
Good knowledge and understanding about strategic sourcing and its implications for the organization.
Fluency in English and another UN language is required.
