Programme Communication Specialist, L-3, Abdijan, Cote d’Ivoire (TFT)

Under the general guidance of the Deputy Representative, responsible for the design, management, execution, monitoring and evaluation of a behavior change and social mobilization strategy in support of the country programme.

Major duties and Responsibilities
- In collaboration with UNICEF and government programme officers, contribute to the design and management of the implementation of communication plans of action aiming at: (a) behavior development/change at the individual/household levels; (b) social mobilization of civil society organizations; and (c) increased community participation in development programme.
- Monitors and evaluates the appropriate and timely dissemination of programme communication materials to target audiences, and participates in the evaluation of their impact.  
- Participates in the design of the formative research, development, pre-testing and production of culturally relevant communication materials to ensure effective and efficient programme delivery, including facilitating behavior change.
- Builds partnerships with religious groups, traditional leaders, teachers, artists, and other organized groups in the community, as well as civil society organizations, to orient them on country programme goals and to solicit their involvement in the implementation of the country programme.
- Follows up on the production of materials and oversees the qualitative aspects of production, (e.g., quality control,   translation, review of layout and graphic design). 
- Monitors implementation of programme communication activities by reviewing progress and identifying constraints through field visits, consultation with government counterparts, partners and community and UNICEF programme staff.  Prepares analyses and reports.

Qualifications, Skills and Attributes
- Advanced university degree in the social/behavioral sciences, (Sociology, Anthropology, Psychology, and Health Education) with emphasis on participatory communication, communication planning, social mobilization, participatory research, training and impact evaluation of communication interventions.
- Five years progressively responsible work experience in the planning and management of social development programmes with practical experience in the adaptation and application of communication planning processes to specific programmes.
- Knowledge of current developments in the fields of communication theory, motivational psychology, adult learning theory, indigenous media, community organization and participation.
- Demonstrate ability to commitment, drive for results, integrity, team work, good judgment and influence.
- Proven ability to conceptualize, plan and manage programmes, as well as to impart knowledge and teach skills.
- Leadership, networking, supervisory and managerial skills.
- Training in strategic communication planning, behavior analysis, formative research and evaluation of communication interventions.
- Proven skills in communication, networking, advocacy and negotiation.
- Ability to organize and implement training, including development of curricula and methodologies.
- Ability to express clearly and concisely ideas and concepts in written and oral form.
- Computer skills, including internet navigation, and various office applications.
- Fluency in both English and French. Knowledge of the local working language of the duty station is an asset.

Working conditions
Post is office-based, with frequent travel within the country, and occasionally outside.
