Adolescent Development

PURPOSE
Responsible for providing policy & program support in promoting and strengthening UNICEF’s approaches to positive and holistic survival, development, protection and participation of adolescents and young people in accordance with the organizational and international frameworks, with a strong focus on protection and participation issues of the most vulnerable, specially in emergency/transition situations.

QUALIFICATIONS & REQUIREMENTS
• Advanced university degree in social sciences or other related technical/development field.
• Preferably possess 3 to 6 years of relevant research and/or professional work experience at the national and international levels in programme management and program monitoring and evaluation in a related development field.
• Current knowledge of the latest developments and research in the field of adolescent development and participation.  Proven ability to work with young people and youth organizations & networks.
Proficiency in English and proven working knowledge of at least one of the UN languages -Arabic, Chinese, French, Russian or Spanish- required. Fluency in Portuguese also an asset.

Child Protection

PURPOSE
Accountable for formulation, design, planning, implementation, monitoring and evaluation of Child Protection programme(s) to ensure overall efficiency and effectiveness of the programme management, delivery and accomplishment of goals and objectives.

QUALIFICATIONS & REQUIREMENTS
• Advanced university degree in a relevant field such us social sciences, international development, international humanitarian and human rights law, human rights education, or other fields related to the work of UNICEF.
• Preferably possess 3 to 6 years of progressive professional work experience in the area of protection or human rights at national and international levels, specifically in programme formulation, design, management and evaluation with emphasis on strategic planning.
• Experience in child protection in emergency field locations is an asset. Demonstrated ability to work with partners and donors.
• Proficiency in English and proven working knowledge of at least one of the UN languages -Arabic, Chinese, French, Russian or Spanish- required

Communication for Development (C4D)

PURPOSE
• At Country level: Under the general guidance of the Senior Programme Officer or Programme Coordinator and in close coordination with the Communication Officer, responsible for the design, management, monitoring, evaluation and documentation of strategic communication initiatives for behaviour and social change in support of country programming and advocacy.
• At Regional level: Under the general guidance of the Regional Communication for Communication (C4D)Advisor and in close coordination with the Regional Communications Adviser, assist in the development, implementation and management of regional C4D strategies, plans and activities; support the provision of technical support to the regional and country offices on C4D policies, operational strategies and tools; collate and analyse regional data and trends in C4D for quality assurance; contribute to knowledge on good practice and lessons learned in C4D in the region; and organize/ facilitate capacity-building activities for the country office staff and key government counterparts.

QUALIFICATIONS & REQUIREMENTS
• Advanced university degree in social/behavioural sciences (Child Development, Sociology, Anthropology, Behavioural/Social Psychology, Health Education, Communication for Development, Social Marketing and/or Related Fields); Degree or training in media and communication with experience in strategic communication planning for behaviour and social change (including social mobilization /advocacy/ participatory communication/ development and production of creative materials/ research, training or facilitation of communication/ impact evaluation of communication interventions).
• Preferably possess 4 to 6 years of progressively responsible work experience in the design, planning and management of strategic communication initiatives.
• Experience of working in developing countries.
• Practical experience in the adaptation and application of communication planning processes to specific programmes across different cultural contexts is an advantage.
• Proficiency in English and proven working knowledge of at least one of the UN languages -Arabic, Chinese, French, Russian or Spanish-  required

Communication / External Relations
PURPOSE

Accountable for developing, managing, coordinating, networking, implementing and monitoring an advocacy and communication strategy and associated products and activities on on-going basis with public audiences, with the objective of promoting awareness, understanding, support and respect for children’s and women’s rights. Support for UNICEF's mission, priorities and programmes in the country office/regional office/media hub, and at a global level and those of the UN Country Team.

QUALIFICATIONS & REQUIREMENTS
• Advanced university degree in Communication, Journalism, Public Relations, External Relations, Public Affairs, Print, Broadcast or Corporate Communications.
• Preferably possess 3 to 6 years of relevant professional work experience in communication, print, broadcast, and/or new media.
• Field/developing country experience.
• Experience in working in any of the following fields an asset: Communication Advocacy, New Media and Social Media, Strategic Planning for Communication.
• Proficiency in English and proven working knowledge of at least one of the UN languages -French, Arabic, Spanish, Russian and Chinese- required. For this specific profile, Russian working knowledge an asset.

Education
PURPOSE
Accountable for planning, implementation, monitoring and evaluation of Education programme(s) to ensure overall efficiency and effectiveness of the programme management, delivery and accomplishment of programme goals and objectives.

QUALIFICATIONS & REQUIREMENTS
• Advanced university degree in one or more of the disciplines relevant to the following areas: Education; Primary Education, Early Childhood Education and Secondary Education, or a Social Sciences field relevant to international development assistance.
• Preferably possess 3 to 6 years of progressively responsible professional work experience at national and international levels in field programmes on the issues relevant to Education programming.
• Experience working in the UN or other international development organizations, national level development assistance and background/familiarity with education programming in Emergency and post-conflict situations an asset.
• Proficiency in English and proven working knowledge of at least one of the UN languages -French, Arabic, Spanish, Russian and Chinese- required.

Emergency Programme     
PURPOSE
Responsible for the planning, implementation, monitoring and evaluation of emergency response activities in line with the Core Commitments for Children in Humanitarian Action, to ensure the survival, well-being and protection of children, women  and affected communities in the countries and regions affected by humanitarian crises.

QUALIFICATIONS & REQUIREMENTS
• Advanced university degree in a related field (such as health, nutrition, international law, social sciences, or others…..). 
• Preferably possess 4 to 5 years of progressively responsible experience in programme formulation, planning, management, and evaluation, some of which should be in emergency programme management and operations.
• Proficiency in English and proven working knowledge of at least one of the UN languages -French, Arabic, Spanish, Russian and Chinese- required. Fluency in Portuguese also an asset.
 
Finance & Administration

PURPOSE
Responsible for management of cost effective, efficient and secure operations, in support of management, administration and implementation of the country programmes. Manage the office’s operations (Finance, Admin, Human Resources, ICT, Supply ) related functions in accordance with strategy, plans and decisions made by Regional Management Team and Country Programme Management Teams.

QUALIFICATIONS & REQUIREMENTS
• Advanced university degree in business administration (MBA), accounting, economics, financial management, or related field and/or professional accounting qualification (CA/ACCA/CPA).
• Preferably possess 3 to 6 years of progressively responsible professional work experience at the national and international level in financial management, budgeting, accounting, audit, or related field.  Work experience in Human Resources, ICT, Supply & Logistics, and in emergency environments would be an advantage.  Ability to lead and develop a team of professional and support staff.
• Proficiency in English and proven working knowledge of at least one of the UN languages -French, Arabic, Spanish, Russian and Chinese- required.

Gender Equality
PURPOSE
Support UNICEF's work on mainstreaming gender equality and its relationship with the system-wide mechanisms on gender equality and women's rights. Also support the work on strengthening and maintaining relationships and collaboration with key partners on gender equality, ensuring effective UNICEF's support to partners and processes to influence policy, programmes, laws, budget and strategy for children's rights in line with the priorities and policy guidance of the Section and Unit.  

QUALIFICATIONS & REQUIREMENTS
• Advanced university degree in Gender Studies, Development Studies or Social Science with specific focus on gender and women’s human rights.
• Preferably possess 3 to 6 years of progressively responsible professional work experience related to programming for gender equality and women's and girl's rights with advanced conceptual and practical understanding of mainstreaming gender equality in development and emergency setting work.
• Good knowledge of international treaty monitoring mechanisms, international and regional commitments on gender equality especially the Convention on All Forms of Discrimination of Women, CRC, MDGs and Beijing Platform for Action and Security Council Resolutions on Gender equality is an asset.
• Knowledge of the UN system and of the latest developments in gender an advantage.
• Strong research, analytical skills

Health

PURPOSE
Accountable for formulation, design, planning, implementation, monitoring and evaluation of scaling-up cost-effective Health intervention packages (to be determined based on country analysis and needs).
The areas of desired technical expertise are: maternal health, new born health, child health, disease control/prevention – HIV/AIDS (PMTCT, Pediatric ART) and malaria among others, as well as health related emergency and humanitarian preparedness and response.

QUALIFICATIONS & REQUIREMENTS
• Advanced university degree in one of the disciplines relevant to the following areas: Public Health, Medicine, Health Research, International Health, Health Policy and Management, Environmental Health Sciences, Family Health, Biostatistics, Socio-medical Sciences, Epidemiology, Health Education, Health Promotion and Disease Prevention, Educational Interventions in Health Care, Nursing or a field relevant to international development assistance in Health;
• Preferably possess 4 to 5 years of progressively responsible professional work experience at the national and international levels in public health programme management, monitoring and evaluation.;
• Current knowledge of the latest developments and technology in the field;
• Proven ability to conceptualize, develop, plan and manage programmes.
• Teamwork abilities; good analytical, communication and advocacy skills; demonstrated ability to work in a multi-cultural environment and establish harmonious and effective working relationships both within and outside the organization;
• Computer skills, including internet navigation and various office applications;

HIV/AIDS
PURPOSE
Accountable for formulation, design, planning, implementation, monitoring and evaluation of HIV/AIDS project(s) to ensure overall efficiency and effectiveness of the project management, delivery and accomplishment of project goals and objectives.

QUALIFICATIONS & REQUIREMENTS
• Advanced university degree in one or more of the following disciplines: Public Health, Public Health Administration, Primary Health Care, Pediatrics AIDS, Health Education, Medicine, Social Sciences or a field relevant to international development assistance in HIV/AIDS.
• Preferably posses 3 to 6 years of progressively responsible professional work experience in HIV/AIDS including field work experience in project administration, monitoring and evaluation, some at the international level.
• Experience working in the UN or other international development organization and background/familiarity with Emergency an asset.
• Proficiency in English and proven working knowledge of at least one of the UN languages -French, Arabic, Spanish, Russian and Chinese- required.

Human Resources
PURPOSE
Responsible for managing human resource activities including the supervision of human resources staff in small-medium size offices in accordance with the HR strategy and work plan, aligned with the Country Programme Management Plan as well as the goals and strategic needs of the organization.

QUALIFICATIONS & REQUIREMENTS
• Advanced university degree or equivalent backgrounds in Human Resources, Business Administration, International Relations, Social Sciences, Psychology or related areas.
• Preferably possess 3 to 6 years of relevant professional work experience in HR Management,
• Background/familiarity with emergency operations and staff security is an asset.
• Proficiency in English and proven working knowledge of a second UN language- French, Russian, Spanish, Arabic, and/or Chinese- required.

Human Rights

PURPOSE
Contribute to UNICEF’s participation in intergovernmental processes for the promotion of children’s rights, including the General Assembly, the Human Rights Council and the Permanent Forum on Indigenous Issues. Support UNICEF’s collaboration with UN human rights monitoring mechanisms. Identify events relevant for UNICEF advocacy of children’s rights. Maintain a network of supportive contacts and identify trends and new issues related to children’s rights to be disseminated to UNICEF staff. Contribute to operationalization of the human rights-based approach within UNICEF programmes.

QUALIFICATIONS & REQUIREMENTS
• Advanced University degree in any of the following relevant areas:  law, human rights, political science, international relations, social policy, public policies or international development.
• Preferably possess 3 to 6 years of progressively responsible work experience in an international environment, preferably in human rights in general, children's and women's rights in particular.
• Good knowledge of international and regional human rights instruments and their monitoring mechanisms, particularly the Convention on the Rights of the Child and the Convention on the Elimination of All Forms of Discrimination against Women.
• Good knowledge of the HRBAP and the UN work in developing human rights based programmes.
• Knowledge of the UN system and of current child rights issues.
• Strong research, analytical skills.
• Ability to work in an international and multicultural environment.

Information Communication Technology (ICT)
SharePoint Developer profile

PURPOSE
Provides effective and timely SharePoint development support to users who access important UNICEF information through Intranet/Extranet, collaborative tools and knowledge management initiatives.  Assist in the definition, design, development, testing, and maintenance of SharePoint applications, sites, templates, and other web related collaborative and programming tools. Provides second level support for all SharePoint administration problems and issues. 

QUALIFICATIONS & REQUIREMENTS
• Advanced University degree in Information Systems Management, Information Management, Software Engineering, Computer Science, or related field.
• Training in relevant disciplines, major or substantial course work in information management, database administration, or application system development.
• Three to five years practical professional work experience at the national or international levels in SharePoint (MOSS 2007) application development, Visual Studio, .NET development, in support of organizational requirements.
• Practical experience in other .NET web based tools and information system development.
• Proficiency in English and proven working knowledge of at least one of the UN languages -French, Arabic, Spanish, Russian and Chinese- required.

Project Management Office (PMO) Coordinator profile

PURPOSE
Responsible for assisting the strategically oriented Program Management Office (PMO), with the objective of prioritizing and optimizing the resulting value from the various projects and programs the IT organization is involved with. Specific responsibilities and tasks include:
. Oversee the operations of the PMO based on established project management policies and guidelines for: Planning, Scheduling,  Estimating, Costing, Project Accounting, Risk Assessment, and Project Prioritization
. Utilize tools to facilitate program and project management; prioritize projects based on appropriate strategies; ensure the existence of appropriate documentation justifying each project; ensure the existence of a Project Charter for each approved project; assist Project Managers in assembling budget requirements and justifications.

QUALIFICATIONS & REQUIREMENTS
• Advanced University degree in Information Systems Management, Information Management, Software Engineering, Computer Science, or related field.
• Training in Project Management, PMP certification or on-track for PMP highly desirable. Familiarization with MS Project Server and MS Portfolio.
• Practical project management experience and familiarity with lifecycle concepts and structured methodologies (especially PRINCE2);

Monitoring & Evaluation (M&E)
PURPOSE
Responsible for the planning, development and implementation of the integrated monitoring and evaluation strategies in support of the country programme.
To ensure that UNICEF Offices have useful, valid and reliable information on:
- the situation of children’s and women’s rights;
- The performance of UNICEF-supported programmes including their relevance, efficiency, effectiveness, and sustainability, and in emergency contexts, their coverage, coordination and coherence.
To assist in the development of national capacities for monitoring, evaluation and research, with special attention to the interest, concern and participation of government, community, and civil society stakeholders.

QUALIFICATIONS & REQUIREMENTS
• Advanced university degree in social sciences, statistics, planning development, planning or related field.
• Preferably possess 3 to 6 years of professional work experience in programme development and implementation including monitoring and evaluation activities. 
• Developing country work experience or field work experience, exposure to emergency programming, including preparedness planning an asset. 
• Experience in emergency settings, both in times of the intense crisis and during the transition phase back to the longer term developmental context an asset.
• Experience in the evaluation of policy advocacy initiatives is also an asset.
• Proficiency in English and proven working knowledge of at least one of the UN languages -French, Arabic, Spanish, Russian and Chinese- required.

Governance, UN and Multilateral Affairs (GMA)

PURPOSE
Contribute to analyze emerging trends and opportunities in the multilateral system, and prepare strategy options based on a macro-perspective; help to effectively and strategically manage UN and inter-governmental affairs, including issues related to UN coherence at field level; positioning UNICEF as a key UN voice on women and children; support UNICEF’s own governance system, the Executive Board, efficiently and strategically; contribute to effective organizational planning and policy formulation, and management of the global knowledge management function, including “best practices”.

QUALIFICATIONS & REQUIREMENTS
• Advanced university degree in political science, social studies, communication, journalism, public relations, or equivalent professional work experience in the communication area combined with advanced university degree in a related discipline.
• Strong analytical and research skills, knowledge of quantitative methods and information management an asset.
• Development country perspective would be an asset.
• Preferably 3 to 6 years of relevant professional work experience in geopolitical reporting and information management.
• Strong proficiency in English (with a special focus on excellent drafting skills) and proven working knowledge of a second UN language- French, Russian, Spanish, Arabic, and/or Chinese- required.

Nutrition
PURPOSE

Accountable for formulation, design, planning, implementation, monitoring and evaluation of Nutrition project(s) to ensure overall efficiency and effectiveness of the project management, delivery and accomplishment of project goals and objectives.

QUALIFICATIONS & REQUIREMENTS
• Advanced university degree in one of the disciplines relevant to the following areas: Public Health & Nutrition, Health Sciences, International Health & Nutrition, Family Health & Nutrition, Nutritional Epidemiology, Health & Nutrition Education, Health & Nutrition Promotion and Disease Prevention, Public Health, Health Emergency Preparedness, or other relevant discipline(s).
• Preferably possess 3 to 6 years of relevant professional work experience.
• Developing country work experience or field work experience, background/familiarity with Emergency is an asset.

Planning
PURPOSE
Responsible for assuring coherence of the UNICEF programme planning process (assist country programme sections with results based planning and management tools) with the national development plans and humanitarian assistance during emergencies within the country programme budget.

QUALIFICATIONS & REQUIREMENTS
 Advanced university degree in Economics, Development studies or other related field;
• A good understanding of global goals, targets and indicators and results based management tools.
• Preferably possess 3 to 6 years of progressively responsible professional work experience at the national and international levels in social development, management, monitoring and evaluation.  Educational/work experience in developing countries an asset
• Strong background in results based planning, management; good planning cycle; familiarity with development programmes and MfDR (Management for Development results) background would be an asset. 
• Work experience with governments, multi-laterals during practicum/internship and short experience, an asset.  Good understanding of data and use of databases would be desirable.
• Proficiency in English and proven working knowledge of at least one of the UN languages -French, Arabic, Spanish, Russian and Chinese- required.

Public-sector Alliances & Resource Mobilization
PURPOSE
Assist to monitor, review and follow-up all matters relating to servicing the EC-UNICEF/UN relationships.  This involves (1) regional and field support interface to track policy developments and help create funding strategies for increasing income from EC; (ii) support analysis and planning activities; and (iii) support resource mobilization activities.

QUALIFICATIONS & REQUIREMENTS
• Advanced university degree in social sciences, public administration or related field;
• Preferably possess 4 to 6 years of professional work experience at the national and international levels in managing the programme funding relationship. 
• Proficiency in English and proven working knowledge of a second UN language- French, Russian, Spanish, Arabic, and/or Chinese- required. Additional working knowledge of European Community languages an asset.

Social and Economic Policy

PURPOSE
Work with governments and other partners in the design and implementation of social and economic policies to accelerate achievement of the Millennium Development Goals (MDGs) and child rights.
Key areas of policy work include child poverty and poverty reduction strategies, budget policy and public expenditure on services for children, social protection (sustainable systems including also child benefits and other forms of cash transfers), institutional reforms and decentralization, and migration- including how these impact children, women and families.

QUALIFICATIONS & REQUIREMENTS
• Advanced university degree in Economics, Public Policy or a related Social Science discipline.
• Preferably possess 3 to 6 years of relevant experience; excellent writing and communication skills.  Ideal candidates will be familiar with budget systems and fiscal policy, poverty and welfare indicators, quantitative analysis of household survey data, and analysis of institutions. They will understand the development finance environment, be able to distill academic research results into user-friendly policy briefs for governments and development partners; and have experience managing and working in teams.
• Suitable profiles should also bring strong macro level numerical, statistical and economic analysis skills.
• Proficiency in English and proven working knowledge of at least one of the UN languages -French, Arabic, Spanish, Russian and Chinese- required.

Supply / Procurement / Logisitics
PURPOSE
As part of the UNICEF supply function, be involved with supply chain operations for supplies, services or construction works in support of HQ divisions and the Country Programmes. Depending on the qualifications as well as specific needs identified by UNICEF, be involved in planning, procurement, contracting, transport, inventory management and distribution, or strategic issues around the development of the UNICEF supply function, support to governments, partners, etc.

QUALIFICATIONS & REQUIREMENTS
• Advanced university degree in Supply Chain Management, Business Administration, Management, International Economics, Engineering, International Development, Contract/commercial Law or specialization in directly related areas including credited courses in supply, logistics, and procurement or contracting. Equivalent educational qualification in relevant areas (transport or logistics operations/ management, supply management, etc.)
• Preferably possess 3 to 6 years of relevant professional work experience both at the national and international level in supply, logistics, procurement, contracting and/or other related fields.
• Work experience in emergency duty station is an asset.
• Proficiency in English and proven working knowledge of at least one of the UN languages -French, Arabic, Spanish, Russian and Chinese- required.

Water, Sanitation & Hygiene (WASH)
PURPOSE
The Water, Sanitation & Hygiene professional plays a key role in developing and supporting WASH programs in the designated country, working in close coordination with Health, Nutrition, Education, Child Protection and Communication sections with the goals of enhancing child survival and development.  Responsible for planning, designing, implementing, monitoring and evaluating UNICEF-assisted WASH activities in the respective countries.

QUALIFICATIONS & REQUIREMENTS
• Advanced university degree in subjects/areas of WASH e.g. Health Promotion or Education, Civil or Public Health Engineering, Public Health (MPH), Environmental Health, Social Sciences, Communication for behavior change, or Engineering.
• Preferably possess 3 to 6 years of progressively responsible and professional work experience at the national and international levels in programme management, strategy development, monitoring and evaluation. 
• Experience in sanitation and hygiene promotion, and communication for behaviour change; as well as involvement in upstream programming (policy work, advocacy, partnerships)
• Possess qualifications and concrete achievements in community-based approaches to sanitation, the promotion of hand-washing with soap (at scale); and in the promotion of home drinking water treatment.
