Purpose:

Under the guidance and direct supervision of the Deputy Director, the post will provide:
• Management, direct supervision and day-to-day operations of the Financial Management Analysis Unit, comprised of 3 professionals and one general service staff.
• Assurance of availability of sound and accurate financial information and data, and provision of such information as needed to senior management, including analytical studies, trend analysis and forecasting, with effective monitoring and reporting.
• Oversight of issuance of budgetary allotments
• Technical support and coordination in the development, implementation, enhancement of processes, including those requiring computerized systems (both in HQ and field offices) on areas related to financial management, results-based budget management, IPSAS adoption, and support to transition to new ERPs.
• Technical assistance, support and guidance to Regional and Field Offices in the discharge of their financial management (oversight) functions and in the overall monitoring of financial management performance;
• Continuous review of approaches and processes regarding allocation, management, monitoring and reporting of financial resources, recommending enhancements to increase efficiency and effectiveness; ensure that financial requirements, policies and procedures are understood and complied with;
• Oversight, analysis, guidance and reporting on the direct cash transfers to governments and counterparts and application of the Harmonized Approach to Cash Transfers (HACT);
• Participation in the year-end closures of accounts as required;
Training to counterparts in HQ and field offices on issues related to the Financial Management Analysis Unit, including participation in Divisional training missions.

Minimum Requirements:

 

• Advanced university degree in business administration, management, accounting, finance, economics, or relevant experiences.
• A recognized professional certification in accountancy or related discipline highly desirable.
• At least eight years of relevant professional work experience in the areas of management, budget, finance, accounting, systems and administration.
• Demonstrated supervisory experience
• Practical working experience in international organization, preferably in a UN Agency; both at headquarters and in field offices desirable
• Very good knowledge of financial management of international organizations, budget, finance and accounting policies, rules, regulations and procedures; knowledge, understanding and experience with IPSAS desirable.
• Knowledge and experience in the use of UNICEF standard accounting/ERP software packages, including analysis and design of computerized system
• Demonstrated sound judgment, strong analytical skills, good organization and coordination abilities
• Ability to communicate clearly, and to train counterparts in financial matters.
• Proven leadership, managerial and interpersonal skills
• Open to change, and commitment to teamwork
• Fluency in written and spoken English. Other UN languages desirable.
