UNICEF, the world’s leading organization working for the rights of children, seeks a Senior Evaluation Specialist, Performance Assessment in its New York Office.
Purpose:
The 2007 UNICEF Organisational Review proposed that the Offices of Internal Audit (OIA) and Evaluation jointly develop a new way of testing the performance of UNICEF in programme countries. The working title for this approach is Programme Performance Assessment (PPA). The aim of the PPA is to assess the value-added contribution of UNICEF in a country.
The incumbent, under the supervision of the Senior Evaluation Specialist, will undertake performance assessments of UNICEF’s work in programme countries, regional offices and headquarters and identify and develop methodologies for performance assessment, in partnership with the Office of Internal Audit.

Minimum Requirements:
• Masters degree (or equivalent experience) in international development, public administration, business administration or other field relevant to performance assessment of UNICEF activities in programme countries
• 12 years in progressively responsible professional work related to planning, implementation, and management of development or humanitarian work with at least 5 years experience in organisational performance, strategic review of institutions, evaluation in social science, performance auditing or other performance assessment activities
• Demonstrated knowledge of qualitative and quantitative performance assessment tools
• Experience as a manager and team leader, preferably in developing countries
• Experience of working in a multicultural setting.
• Facilitation skills
• Well developed report writing skills
• Knowledge of computer management and applications
• Good inter-personal skills, tact and diplomatic approach
• Fluency in English and a good working knowledge of one other language (French or Spanish).
