Project Director, Capacity Building Trust Fund, L-4, Juba, Southern Sudan (Consultancy)

United Nations Children’s Fund (UNICEF) Southern Sudan Area Programme invites applications from qualified male/female candidate for the following Consultancy Contract:

The Capacity Building Trust Fund for Southern Sudan (CBTF) has been in operation since 2004.  Initially designed to provide operations finance to the former Sudan People Liberation Movement (SPLM) while it was preparing for its transition to the Government of Southern Sudan (GoSS), it has since evolved into a highly effective, flexible fund for supporting capacity building and institutional strengthening projects for the GoSS.  The current mandate of CBTF expires on 30th June 2008. Consequently, the Government of Southern Sudan and donors have requested that the Fund be replenished and extended.  The mandate, governance and management of the new CBTF have been agreed by the Steering Committee and are set out in new Operational Guidelines

The United Nations Children’s Fund (UNICEF) is therefore seeking a passionate and committed consultant to act as Project Director of CBTF.  The Project Director will work closely with government bodies involved in capacity-building and related initiatives including for example, the Capacity Building Unit within the Ministry of Public Service.

The assignment is for duration of 12 months with the possibility a further 12 months extension. The consultant will be based in Juba with occasion travel to states.

The Project Director will be specifically responsible to provide: a) Support to GoSS in developing proposals; b) Project Cycle Management; c) Secretariat to support the CBTF Steering Committee (SC); d) CBTF Co-ordination with SC and GoSS partners; and e) Fiduciary assurance for CBTF funds committed.
 
Qualifications & experience:
An Advanced degree in a relevant discipline, e.g. economics, development studies, political science. Eight years progressively responsible work experience in an international agency.
Knowledge of public service challenges and interventions in Southern Sudan. Proven ability to build relationships with ministries in low capacity environments like Southern Sudan. Excellent negotiation and communication skills. Given the need to start implementing quickly, previous experience of working with GoSS, especially direct experience of working with Ministries of Finance and Public Service, in Juba would be highly desirable.
