Evaluation Specialist, L-4 (TFT), Evaluation Office, New York Headquarters

Under the direction of the Senior Advisor, you will be responsible for managing the evaluation portfolio related to global Education activities. The scope of work covers primarily evaluations but may also include high priority research (studies and surveys) that draw on the same skills. The results of your work will be critical for measuring the outcome and impacts of UNICEF’s education investments, particularly in sub-sectors where UNICEF is taking a global leadership role. The results obtained will be considered by UNICEF and partners when determining strategic investment to reach MDG and Educational for All Goals among other global commitments. This is to include a special emphasis on issues of Gender and Education.
Your profile:
Advanced university degree in social sciences or related field, with a strong preference for evaluation and/or education.
Eight years progressive experience at national and international levels in programme management, monitoring and evaluation, over five years of which should be in developing countries.
Conduct or management of evaluations, especially at the regional or corporate levels.
Programming or evaluation experience with gender issues, with a special advantage for gender and education experience.
Current knowledge of evaluation methodologies, especially related to the monitoring and evaluation of Education themes
Proven ability to conceptualize, develop, plan and manage evaluations, as well as to transfer skills
Ability to build a diverse network of contacts
Supervisory and managerial skills
Ability to work in team context and good interpersonal skills to provide leadership to a team
Ability to translate ideas into actions with a drive to implement goals and objectives
Problem solving and analytical skills
Ability to present ideas clearly in presentation and in writing, including report writing
Facilitation skills
Thorough knowledge of computer applications
Embraces diversity in gender, culture, opinions, values, perspectives
Fluency in English and at least one other UN working language is required (a third will be an asset).
